YOS Capacity and Capability Assessment
The YOS will be required to undertake an annual Capacity and Capability Assessment (CCA) process. The process will include a YOS self-assessment followed by validation by the YJB regional team. The process will also include case sampling against the criteria set out below and the agreement of priorities with the YOS for the following year. The Capacity and Capability Assessment framework will be designed so that the self-assessment and validation can feed into the Comprehensive Area Assessment (CAA) process directly, in order to avoid any duplication of effort on the part of the YOS.

The assessment will focus on:

  • asset completion and quality
  • intervention programme quality and completion
  • strength of the partnership
  • effective performance management
  • workforce development
  • disproportionality (also a National Indicator)
  • victims of crime, and public confidence in the youth justice system

From April 2008, the YOS will be required to report against 6 areas of the National Indicator Set :

National Indicator 19 Re-Offending: Achieve a reduction in re-offending by young people using a comparison between the 2005 baseline and the 2008 outturn with respect to all youth justice outcomes.

National Indicator 43 Custody: Achieve a proportional reduction in the number of young people receiving a custodial sentence compared to those receiving a community sentence.

National Indicator NI 44 Ethnicity: Achieve a year on year reduction in any significant differences between the ethnic composition of offenders on youth justice system disposals and the ethnic composition of the local community.

National Indicator NI 45 Education, Training & Employment: Ensure that young offenders supervised by the YOS are in suitable full-time education, training or employment at the end of their YOS order.

National Indicator NI 46 Accommodation: Ensure that all young people completing community interventions, or being released from custody have suitable accommodation to go to.

National Indicator NI 111 First Time Entrants: Reduce the number of first-time entrants to the youth justice system by identifying & positively engaging children and young people at risk of offending or involvement in anti-social behaviour.
