What does the YOS aim to do for school age young people regarding education?

  • To reduce the number of school age YOS clients who are not engaged in education
  • To support young people back into mainstream education where possible
  • To ensure that parents undertake their responsibilities regarding the educational attendance of their school age children
  • To secure alternative educational provision where mainstream is not an option

What does the YOS aim to do for post 16 young people regarding training and employment?

  • To reduce the number of post-16 clients who are not engaged in at least 15 hours of college training or full time employment
  • To secure positive and meaningful work placements for post-16 clients to facilitate employability
  • To support young people on programmes that give them the skills to enter work or college

How does Manchester YOS achieve this?
There is a citywide commitment to reduce the number of YOS clients not in ETE by 5% each year for the next three years. In order to achieve this Manchester YOS will work in partnership with the local authority Education and Training Services.

All young people under the supervision of MYOS are assessed using either ONSET or ASSET to identify the specific areas to be addressed to reduce their offending or reoffending behaviour. Where it is identified that there is an ETE need this becomes a priority within the young person’s ‘supervision plan’ to address their offending behaviour.

There is specialist education staff in the YOS in the forms of the seconded Schools Attendance Improvement Advisor and Learning mentors. Together with their colleagues in mainstream ETE services they seek to positively engage young people. Possible interventions to address ETE needs might be to:

  • Support a young person at risk of school exclusion to remain in their placement by accompanying them to class
  • Provide specialist advice regarding educational placements for young people and parents
  • Secure provision for hard to place young people via the ‘Key stage 4 panel’
  • Work closely with a young person’s teachers and parents and YOS case manager to ensure young people attend their ETE placements
  • Finance specific training courses. (RAP and ISSP)
  • Identify suitable work placements and apprenticeships within Manchester City Council
  • Link with schools if a young person is sentenced to custody to keep their placement open
  • Provide specific ETE provision for ISSP young people via the YOS commissioned ‘Prove It’ course delivered by Rathbone
  • Take part in truancy sweeps to identify YOS clients at risk of offending by truanting from school
  • Undertake restorative justice work with young people and victims within the school/work setting
